ZDT setting groundwork for new rides

SEGUIN — Zoning changes and a specific use permit for a new ride at ZDT’s Amusement Center were approved by the Planning and Zoning Commission during its monthly meeting Tuesday evening at City Hall.

Danny Donhauser, owner of ZDT’s, discussed the requests during a public hearing held prior to the commission taking action on the zoning changes and specific use permit. Donhauser explained that the ZDT complex now includes almost all of the city block bounded by West Kingsbury Street on the north, West Cedar on the south, North Camp on the east and North Bowie on the west.

He said the block’s only properties not already purchased are two lots occupied by R&S Heating and Air Conditioning at 1202 N. Camp, and Donhauser said negotiations are under way with the owners of R&S. His request called for zoning to be changed from Industrial to Commercial for properties located at 1115, 1123 and 1133 N. Bowie and 1100 and 1200 N. Camp.

The specific use permit concerns a “water coaster” to be erected on the northern part of the lot at 1100 N. Camp and the southern part of the adjacent lot at 1200 N. Camp. Although components of the water coaster already have been delivered to the site, Donhauser said the design of the ride was not yet finalized.

The tract at 1100 N. Camp includes buildings formerly occupied by the Seguin Gazette and later leased to the Texas Department of Human Services. Donhauser said there are no plans for demolition of the buildings which eventually will be used by ZDT’s.

During the public hearing, Donhauser mentioned that plans call for making a “snow park” out of the building at the corner of Cedar and Bowie that formerly was a meat packing plant. He said the building was well insulated and suitable for rides involving manmade snow.

City planners said notices about the zoning changes and specific use permit were mailed to 37 property owners in the area. Responses were received from only two property owners, and both were favorable.

Planning Director Don Smith said his staff had not identified any negative impact by ZDT and recommended approval of the requests. The commission voted unanimously to approve the requests which will be forwarded to the City Council for its consideration.

Earlier during the meeting, the commission approved a request for a zoning change from Public to Single-Family Residential with a specific use permit for a childcare center at 607 Jefferson, the 1.24-acre tract that formerly was Sue Smith School.

Barbara Heiman, owner of Mary’s Little Lamb Child Care in Schertz, said the former school is being purchased with a lease-to-own agreement. They are planning a center that will be open from 5:30 a.m. to 12:30 a.m. Monday through Saturday to provide care for 140 to 150 children ranging in age from two weeks to 12 years.

Heiman said plans call for 20 off-street parking spaces to be located behind the building with an entrance off South Saunders Street and an exit to West Mitchell Street. There also will be a new playground enclosed by a privacy fence. The child care center will have approximately 25 employees.

“It sounds like this would be a positive use of the property,” commission member Eve Hiner said. The commission voted unanimously to approve the request and forward it to the City Council.

In other action Tuesday, the commission approved an overlay district along North 123 Bypass from Interstate 10 to East Kingsbury Street. Specific use permits will be required for all new development in an area 1,000 feet from either side of the 123 Bypass.

During a public hearing on the overlay district, several residents of Spruce and Sycamore streets had questions and were told that the requirements for new development in overlay districts do not apply to properties zoned residential.
